Issuing of Invoices for 2022 Domestic Tuition Protection Levies

This content was published on Tuesday 18 October 2022. There may be more recent updates available.

The Tuition Protection Service (TPS) have issued education and training providers liable for the VSL tuition protection levy (VSL levy) and the HELP tuition protection levy (HELP levy) their 2022 levy invoice(s) for payment.

The VSL levy has been calculated as prescribed under the VET Student Loans (VSL Tuition Protection Levy) Act 2020, and the HELP levy has been calculated as prescribed under the Higher Education Support (HELP Tuition Protection Levy) Act 2020.

The VSL Levy and HELP Levy calculations are in line with the Risk rated premiums and Special tuition protection components determinations and the indexed Administrative fee component amounts.

For VSL Levy providers, further information can be found on the VSL Providers page.

For HELP Levy providers, further information can be found on the Higher Education Providers page.

Please note, the VSL Levy and the HELP Levy are calculated and collected individually using the most recent 2021 data available to the TPS relevant for each levy. Therefore, the invoices must be paid separately as the levies are paid into segregated tuition protection levy funds.

The Up-front payments tuition protection levy, relevant for registered higher education providers, is expected to be invoiced in November.

We appreciate this is the first time the VSL and HELP levies have been charged since the new protection arrangements commenced on 1 January 2020.

Therefore, if you have any questions in relation to the levies, please email the TPS Operations team at operations@tps.gov.au.
